VicUrban – as part of the Commonwealth Government’s Nation Building Economic Stimulus Plan – engaged Thinc’s Affordable Housing team to deliver 30 new affordable apartments. When complete, the development will be on-sold to a not-for-profit housing association, LoddonMallee Housing.The design and construct contract value is approximately $6.6M. Following the close of tenders for the construction contract, Thinc was appointed as the project superintendent. Our role was to review and negotiate tenders and recommend appointment of a builder. Upon review it was determined that tenders had closed $1M over budget. Over a two-month period, our team managed an extensive value management process to identify cost savings. Consequently the project brief was reviewed and the building was re-specified to better reflect its end-use as affordable rental accommodation. At the end of the successful value management process – which involved significant stakeholder engagement with internal client groups and the end purchaser – a contract sum was agreed within budget.
